The story prologue found in the United States manuals:
- The Fortress Attacks!
- Welcome to Tails Island, Tails' favorite holiday spot. Sonic and Tails have temporarily parted for a little vacation time. Even heroes need some time off now and then, and at this moment Tails is enjoying a rest in the woods.
- But the peace doesn't last long. There is a great noise, and the woods are suddenly ablaze! Tails sees a flying fortress lowering on the horizon, launching attacks against the island. Who could be landing such an attack on this harmless place?
- There is no time for guessing. As Tails, you must fight the bird forces and stop the Battle Fortress from taking complete control of the island. On land, in the air, and at sea, you'll be battling some pretty tough birds! Several useful items are scattered throughout the island which you will need in your adventures. The animals of the island are counting on you!

- Prologue
- Cocoa Island, a small, uncharted island floating in the far south ocean... it's a beautiful island resting atop a coral reef, said to be the resting place of the Chaos Emeralds since ancient times.
- It's been a long time since Tails started living on this island. From here, this story begins before Tails met Sonic...
- Tails... his real name is Miles Prower, this two-tailed fox is an inventor who has a laboratory called Tails House on the southern edge of the island. Every day at this lab is the same for Tails.
- One day, Tails was enjoying a nap in the forest near the house. The greenery of the forest blocked the glare of the sun, and the flapping and chirping of the birds made Tails feel very good. But...
- Boom!!! The sound of an explosion suddenly echoed through the forest!!
- "Wow, what was that! What's going on!" Half-asleep, Tails panicked.
- "Tails! Tails! Big trouble!" The small Flicky bird shouted to Tails. "Tails! The Battle Kukku Army has arrived on this island!"
- "Battle-who!?" Tails didn't quite understand what was going on.
- "It's Battle Kukku! It's the Imperial Army of the Dictator Great Battle Kukku!!"
- "Great Battle?? Imperial Army???"
- "The Great Battle Kukku is looking for the Chaos Emeralds to take over the world!"
- "What the!?" Tails, who was posed by such a sudden event, saw a giant machine that mowed down the trees in the forest and spewed out flames.
- That's right. The Great Battle Kukku XV, emperor of the Battle Kukku Army, who plans to conquer the world, took note of the hidden powers of the Chaos Emeralds and sent a massive mining army to Cocoa Island.
- "Finally, finally, I've found it!! Cock-a-doodle-doo!! With the Chaos Emeralds, world conquest will come naturally! Now, folks, go! Find all of the Chaos Emeralds! Cock-a-doodle-dooooo!!"
- The forest, the mountains, everywhere you looked the entire island had gone up in flames.
- Truly, Cocoa Island is in a big pinch!
- To stand up to the threat on this island, there is only Tails. Mustering up all his courage, can Tails smash the terrible ambition of the Great Battle Kukku? Can he rescue Cocoa Island from this peril?!
- Up until now Tails has no experience, this will certainly be the start of his first great adventure...!!
