When performing the Rouge Flight, the user jumps into the air where Rouge flaps her wings. Due to Rouge's accumulated training, this allows the user to fly without losing altitude.
In gameplay, performing Rouge Flight allows the playable character to briefly stay in the air whilst slowly descending to the ground. Using skills such as Agent Eagle enables the playable character to remain in the air for a little longer, or when getting hit by any attack that does not have a normal knockdown effect. To immediately drop to the ground while in mid-air from Rouge Flight, the player must perform Rouge Catch.
The AI however, is infamous for using this to bad effect as upon getting launched into the air in any way, will always try to land back down on the spot they were just at. This makes it very easy for them to be targeted/picked-off by fighters who wait by right below with a variety of attacks that keep the AI user of this jumping skill airborne longer than expected.
Emerl can randomly obtain this skill after participating in a fight with Rouge, either with or against her. When used by Emerl, the Gizoid will flap his arms in a similar motion to Rouge's wings.
