Rock World Zone, also known as simply Rock Zone, Winter Zone or Ice, is a scrapped Zone and part of Sand Shower Zone that was set to appear in Sonic the Hedgehog 2.

During the beta development of Sonic 2, when the game's story was set to be centered around time travel this level was a sub-section of Sand Shower Zone that would turn into an icy field some-time into the zone, replacing the cacti with Christmas trees.[1] Aside from this, there is very little information about the Zone. The two zones were also developed at the same time, so no concept art of the zone exists. However, the zone in Sonic the Hedgehog 3, Ice Cap Zone, would re-use this theme, probably meaning this zone was repurposed for that. It might have been confirmed that Rock World Zone is sharing the same badniks from Sand Shower Zone because in the concept art you see Gator in Sand Shower Zone and Rock World Zone.

In the time-travel narrative, it would've took place in the past, but it was moved to the ruined present.

Through hacking, it is possible to access Zone 09, an empty Zone slot correlating to Rock World Zone's placement on an early concept map. Doing so will bring you to a corrupted version of Emerald Hill Zone Act 1, with the music from Sky Chase Zone. This could potentially suggest that the music was originally composed for Rock World Zone though, like much about this Zone, this is unconfirmed.
