As a Board-type Extreme Gear in Sonic Riders, the Hovercraft is well-balanced in its attributes with average statistics with an average rate of fuel-consumption and is suited for general riding.
When charging up a jump with the Hovercraft, the slowdown from doing so is minimal compared to other Extreme Gear. Also, despite its high stats, the Hovercraft is very difficult to control properly due to its poor turning skills; when turning using this Gear, the Hovercraft oversteers and trying to turn in the opposite direction will not be registered for almost a full second. It also consumes more Air when performing Air Boosts with it compared to other Extreme Gear.

The Hovercraft is based on the flying cloud that the character Sun Wukong uses in the Chinese epic Journey to the West. In the story, Sun Wukong uses a technique known as Jin Dou Yun (觔斗雲,lit. "Somersault Cloud"?), a cloud-surfing technique that is rendered Kinto'un in Japanese, which is also the Japanese name of the Hovercraft.
"Kinto'un" has been featured numerous times in various works of popular culture, with one notable example being the cloud of the same name from the Dragon Ball manga and anime series, which may have also served as an inspiration.
