Plainly and concisely:
Recently, I made a comment on the blog of another user. The user who created the blog happened to be an administrator, and for some reason, he deleted my comment. Nothing about the comment violated Wikia Terms of Use or SNN policy, so I was confused as to why my comment was deleted. When I asked him, he replied: Users are given the right to regulate the comments on their blog. They are allowed to turn commenting off at any time, as Wikia meant it to be. Start a site discussion if you have a problem. In other words, "I deleted the comment for personal reasons and there's no rule against what I did". So cool, I'll start a site discussion.
I'm not here to change a rule. "Users are given the right to regulate the comments on their blog" was never a rule. We need to make a rule. Want to know what Wikia staff told me?

Deleting a perfectly "legal" comment by another user is not only a jerkish thing to do, but also abuse of administrator rights. It's pretty obvious. You now know this problem has happened at least once, and I do not want it to happen again.
So yes, I believe we need to make a rule: that no user generated content may be deleted without permission from the owner, provided 1) it does not violate Wikia Terms of Use 2) it does not violate Sonic News Network's policy and 3) it is not an unused file.
