Why wouldn't they put Silver in the movie? If he's done right I don't see why he wouldn't play a nice roll in it.
First off, he'd need a reason to be there. Second of all, you'd have to explain time travel to the audience alongside whatever plot the movie will have.
Well, as far as his reason of being there, Sonic could always use some extra help. And as far as discussing time travel, they already used time travel before, so what would be wrong with them using it again?

I prefer a plot that takes inspirations from other related Sonic plotlines. Sort of like with the Dark Knight Rises, with how it was inspired by Graphic novels The Dark Knight Returns and No mans Land.
I think it would make sense to incorporate elements from the first three games for plot, something simple like Eggmam trying to take over the world with the Death Egg, or something like that.
