No, she isn't a male voice actor.
Tails's Sonic Adventure era japanese voice actor was a male, a very young male to match Tails's age, later they changed it to a female voice actress named Ryou Hirohashi.
And I reeaallly prefer the Japanese voice cast, they were in no way the best around the adventure era, Junichi Kanemaru over-exaggerated his tone of voice and his English needed imrpovement. Tails had a replacement and all to a more professional and younger sounding voice actress since his voice actor was a boy who's voice was changing thus was too deep for Tails(at least, fans say that's the story.), but as they practiced as the characters more, they got really good around 2005 and onwards(mostly speaking about Junichi Kanemaru here since a lot of the other voice actors were actually very professional from the start compared to him.). Junichi Kanemaru started fitting Sonic perfectly and his voice didn't sound as stiff and unrealistic as his english counterpart did, he also has that little trait of whistling a lot and I think that fits sonic in a very cute manner, he can also pull off a good sarcastic tone. In the new Sonic games, Tails's voice actress in the japanese version and dialogue actually didn't follow how the english changed his speech into a more snarky and clever and..Sonic-y style, instead he is still polite and doesn't pull as many jokes as his english counterpart does. So he's still very similar to his older english self, a lot of fans like it and prefer that over the change in his speaking language in english.
Also, I do like Mike Pollock a lot, yes, but I love Eggman's Japanese voice actor just as much. And as for the english voice actors, probably the only reason the old ones were'nt as good as/progressing like the japanese ones is because SEGA kept replacing the voices so much, they never had a chance to get used to their characters unlike the japanese voice actors who had a loooot of experience and time with the personalities compared to the english counterpart, thus around times like 2005 and 2009, the japanese voice actors sounded much more natural and normal compared to the stiff, over-exaggerated english voices that had a lot of moments that gave off second handed embarrassment. The new english voice actors, though, don't even need that practice, in my opinion they're very good individually, but I just don't feel as if Roger fits Sonic as much as Junichi does...and Amy sounds way too much like Minnie Mouse..the others are fine though, but that's just my own preference, you guys might have different opinions because that's absolutely normal. I started listening to the Japanese dub instead of the English one when I was quite young, that's why I'm more used to them and like them more. Also yes, it's better when you can understand what they say rather than just listening blankly and reading completely misleading subtitles since the Japanese dialogue can be very different from the english at times, so it's normal for a lot of people to think that way and thus prefer the english voice acting.
Also, Chip's english voice is outright bad compared to the japanese, I have to be honest about that, not to mention Elise and 2010 Amy...
Aaaaand Shadow has the cutest speech pattern in Japanese compared to his english, he sounds like he has less self esteem/pride compared to Sonic(who talks in a very proud and informal way, and always uses slangs and english) and doesn't go "I'm the coolest" in adventure 2. I like that.
