That depends on one's opinion. Personally, I would say the console.

I think that the console versions are locked to 30fps, but I'm not pretty sure about the PS3 one. Though if you have a good gpu computer, the pc version is good for you in terms of graphics and speed.
I didn't play the 3ds version, but I think it has a nice touch too. But the console/pc version is of course better.

Well, since I bought and played it on the X360 without much problems, I'd go for that.
Console, by far.
Honestly, I feel kinda cheaped from the N3DS version since it's pretty much all side-scrolling with just the boost added in. It's pretty much SoOnic Colours NDS gameplay.
Sonic Generations for the N3DS has Classic Sonic with standard side scrolling stages and Modern Sonic with the same things but with boost, edgier camera angles and bells and whistles.
N3DS Sonic Lost World had more effort put into it. And I've played N3DS games that can handle more advance level renderings. (Kid Icarus: Uprising comes to mind where Pit flies over whole lands.) I bet N3DS could perhaps even handle a few Dreamcast ports.
Just feel Sega could of done better for the N3DS release of Sonic Generations. It made an effort, but I would of done things differently here and there. I even have my own choices of Classic, Advance and Modern stages that would be better for the N3DS version over what were selected.
