Billy Gulch[1] is a character that is mentioned in the Sonic the Comic series published by Fleetway Editions. He was an inmate at Highview Corrective Centre.

According to Simpson the Cat, Billy spent twenty years digging an elaborate escape tunnel after being incraserated in the Highview Corrective Centre. On the day before he planned to use it however, he was pardoned. His disappointment was so great that he never got over it.[1]
Legacy[]
Years later, Billy's tunnel was used during the escapes of Captain Plunder and Simpson.[1]
