It’s not officially confirmed the Nickelodeon characters won’t have voices. It’s mostly been speculated that they will but the lines haven’t been added yet.

I don’t think Stone should disguise as Robotnik, but Neo Metal Sonic could like he did in Sonic Heroes.

If I were to recast Eggman and Gerald with more serious actors, I’d say Nicholas Hoult (Lex Luthor from the new Superman movie) as Eggman and Josh Brolin (Thanos from the MCU) as Gerald. And they would act exactly like their respective aforementioned roles.
Maybe the movie writers should have taken more inspiration from Archie Eggman, because that’s a more serious interpretation of the character,

Ok then I have a better comparison: Lord Business from The LEGO Movie. He was a very silly character. His name was literally Lord Business and he was voiced by Will Ferrell, who very much got to be himself in that role just as Jim Carrey did as Eggman. However, his silliness did not bog down the more serious or emotional aspects of that movie, much like Eggman in Sonic 3.
Well maybe the people who made that movie didn’t have exactly you guys in mind.

Also, in The Dark Knight, we had the silly villain (Joker) mixed with the serious villain (Two Face)
There are many examples of great serious movies with crazy villains, like The Dark Knight and Spider-Man (2002)

^That shows duality in a different way: the urgency of the good guys to stop the bad guys vs the playfulness of the bad guys getting what they want.
I’ve heard some people criticize Sonic movie 3’s tone for being inconsistent but I disagree with that. In fact, I think the tone sometimes being silly and sometimes being more serious is a perfect way to show the duality of good and evil, like SA2 did.
Sonic movie 3 is the best non game or comic Sonic media.
