As far as I'm aware it's like @Myself 123 said. I mean, I don't have an official how-to-develop-a-mainline-game book, but I DO have "Breath of the Wild: Creating a Champion". So I can confirm what 123 said, because 99% of the rough ideas in the book do not match up with what's actually in BotW.
Also, they did that with TotK and Frontiers, I think.
