Also, Classic Sonic's appearance in Forces made sense. While it wasn't an anniversary game, Mania literally ended with Sonic going into the portal formed by the Phantom Ruby, likely to where CS first appears in Forces. Mania and Forces is a combined story to destroy the Phantom Ruby, which started in Mania.

You know SXSG is a remaster of Sonic Generations, right? And Classic Sonic is half of that game. So they had to bring him back.
