My rating: 8/10
My opinion: Great transition from 16-bit to 8-bit
By the way, I played and beat both versions.
Positives:
-The controls are fluid and smooth
-The graphics are amazing for an 8-bit console
-Music is still really good
-The game features new and unique Zones
-Platforming is actually fun
-The two 8-bit versions have different stage layouts
-The game has Bonus Panels which give a reward, depending on the image
Negatives:
-Flickering sprites (Master System)
-Screen crunch (Game Gear)
-Bosses (including the final one) are a JOKE
-Special Stages are still mediocre and don't have Chaos Emeralds anymore
-The latter are found in Zones themselves, not knowing where to go or check

-Enemy placements are even more annoying
-The game relies on platforming instead of speed
-Every Act is too short
-You have to fight bosses with ZERO Rings
Zones:
Green Hill:
Still a great zone. It may not be as fast as its 16-bit counterpart, but still has a lot of fun elements, like slopes.
Bridge:
One of the unique Zones. Has sections with collapsing bridges and a lot of platforming. However, there is an auto-scroller. IN A SONIC GAME. I hate auto-scrollers in games that involve speed.
Jungle:
Another unique Zone. This one has swinging platforms and logs which you can ride and skip boring sections that take a long time. However, the second Act is a vertical level. When you jump on a platform, the screen locks and everything at the bottom is death. That is not the case with the Game Gear version due to the screen being a lot smaller.
Labyrinth:
Out of all the Zones you had in the 16-bit version, OF COURSE YOU PICKED THE WORST ZONE IN UNIVERSE! The controls are even slower in water and it takes like a million years to touch the ground when you jump. At least you can survive in water for longer without drowning. But the negatives HEAVILY outweigh the positives.
Scrap Brain:
Another returning Zone. This one isn't that great in my opinion, but its still miles better than Labyrinth. The second Act feels like a maze which cannot be solved, but its not that hard to figure out. Strangely, the third Act doesn't have a boss.
Sky Base:
The last Zone in the game. There are flying bullets and lightning everywhere, making it almost impossible to not get hit. The final boss differs between the two 8-bit versions, though I can say the Game Gear one is a lot easier.
While most people choose one version over the other, I recommend playing both of them.
Next up, I'll review the 8-bit version of Sonic 2 (since it came out first).

Sonic 1 (8-bit) has a bopping soundtrack already, but this makes it all the better.
It's where depending on how many Sonic games are released in one year, you must pick that many (non-)Sonic songs in that same year
