Part 1/12: Development
Alrighty folks, as I stated previously, I am working on an essay on how a Sonic Forces remake could be done, and make the game into a masterpiece. Part 1 of this essay will focus on development of the game: the resourses needed, time it could take, and the goal. For the sake of clarification, we'll call the remake Sonic Forces Reborn

Sonic Forces, though it sold decently, is widely considered by the fanbase to be another bad Sonic game. The level design was minimal, the story, though decent, had glaring flaws, and the customizable avatar playing a major role in the game ended up being quite controversial. However, the game did have some strong points, such as the visuals and level props and backdrops being very high in quality, and the soundtrack has been highly praised. the game was a spectacle, but not much more to the fans.
In order to make full use of the potential this game had, Sonic Team could take advantage of the feedback and what fans thought it would be and recreate the game as if it were a completely new one, using the models and engine with a few tweaks of course.
Development time should be the 3-5 years, about the same amount of time it would take to make a new game. And Sega should provide the funds as if they were making a new game as well. however, all the models and the visuals and sound are still viable, they can be reused, enabling the team to focus even more heavily on the gameplay, story and level design, even more so then they would for their other Sonic games. Of course, they can still make a few changes to those things, like adding a bit more detail on the models, adding a few things to enhance the visuals, and making additional remixes for some of the music.
For story specifically, having Ian Flynn head up a writing team consisting of writers from previous Sonic game, also including Dan Rossati, and maybe even Evan Stanley would assure the story ends up being a treat for Sonic fans.
