1. The sequel is never going to happen, all thanks to Electronic Arts buying BioWare, killing plans for a series of Sonic RPGs.
2. Ken Penders sued Sega in 2011, under the belief of "original character, DO NOT STEAL!", because the Nocturnus Clan were carbon rip-offs of the Dark Legion (eg. Shade is Lien-Da/Julie-Su, Ix is Finetivius) making any chances of the sequel still happening under a different developer squashed.
3. According to Ken Penders on Thanks Ken Penders on Tumblr, Ken Penders has stated that the characters from Sonic Chronicles are never going to appear again. Because, if Sega uses any of them, THE STATUE OF LIMITATIONS WILL BE REOPENED, GIVING KEN PENDERS ANOTHER CHANCE TO SUE SEGA.
Good Vibes Gaming recently got to interview Takashi Iizuka, with the topic being primarily on Sonic X Shadow Generations.
One of the last questions GVG asked him was the possibility of a potential Sonic RPG (Good Vibes Gaming did of course mention Sonic Chronicles but noted that it was a BioWare project) on modern consoles and PC. Iizuka replied of course that he would like to make a Sonic Team-developed Sonic RPG before he retires, but was quick to point out that no concrete plans are currently in place.

Sad that we'll never see the garden or Ferox again, since Electronic Arts/EA murdered the Sonic Chronicles sequel (according to Wikipedia)
So, here's a quick question: Name me a Chao from Chronicles, that is very useful and your thoughts on them?
BioWare only had a minor involvement in Sonic in the form of the controversial Sonic Chronicles, which was so bad that in 2011, They, EA and SEGA all got sued by Ken Penders for copyright infringement in Chronicles.
So, what if... BioWare didn't leave Sonic and continued working on the game, like the Sonic Chronicles sequel that EA murdered?
Ken Penders: Sues SEGA of America and EA Games for copyright stuff in the game, because the Dark Brotherhood were too similar to his Dark Legion echidnas.
