The SonicX Storyboardings are poorly and rushly drawn. This is a common thing in Japan as they want to get it done as fast as possible
Also all the Sonic characters are Kids beside Rouge
Rouge, Vector, Eggman (42 in the movies), Akhlut, Tundra, Thunderbolt, etc. are all over the age of 18...

Especially with studios like TOEI because they have to animate multiple shows at once
^ yeah, that's why the 30/70 rule exists in anime: the animators give 30% of their effort on all of the episodes, and save up that remaining effort on the super big scenes. These big scenes are called a "sakuga."
