However, they did get rid of Rouge's cleavage (I'm not entirely sure if I'm allowed to say that here) in the American versions of Sonic X.

A little off-topic but there have always been plenty of animes out there that doesn't have a manga, just saying.

On-topic, to answer your question Rouge's design has been like that since her debut in Sonic Adventure 2, being designed as the "femme fatale" but that doesn't define her as a character. Over the years though, there has been attempts to change her design in somewhat subtle ways, for better or worse depending on who you ask, so that she is seen in a more "appropriate" way in a franchise that is generally aimed for kids.

So, the dub removed Rouge's cleavage? (like with Mai in Yu-Gi-Oh) That's good to know. (not really a fan of the "fanservice") What of the rest of her design? Is there anything truly suggestive about it or is she just really attractive in a technically clean way? Did the OP watch the dub or Japanese version?

I did always get the impression that the 3D era was more aimed at teens and up, especially due to Sonic Adventure 2 (because Shadow's backstory) and Shadow the Hedgehog, and Sonic Lost World could get a bit dark as well but I wasn't as surprised as others with Zor's comments. (The punk rock soundtracks helped too) So when people start saying it completely lacks backbone, when no one attempts to deny Maria's death, I'm like, what? Mario, Kirby, and MLP do so why not Sonic? (not the subject here of course)

And even the all-audience shows aren't squeaky clean (though games don't HAVE to follow the rule that nothing can be). MLP: FiM actually has quite a few borderline suggestive moments.
