It's probable that Blaze had no idea this was all going on as she resides in the Sol Dimension.
But as for Shadow and Chaos 0 we guess it's just bad script writing.
I like the concept of a war between two recognisable factions, but Sonic's imprisonment, how the Phantom Ruby works and choice of boss characters is kinda poorly written.
Perhaps the reason Shadow and Chaos did not get a boss battle is cuz technically at the end of their games they become good guys at least in their games
technically shadow was good. but it wouldn't be hard to have a bossfight and then good shadow comes at the end. as for chaos, i guess he just wasn't too relevant.
blaze was likely in her other dimension and then came in the comics...
and Infinite wasn't the final boss for some reason. I don't understand what SEGA was thinking; the one guy who fought and defeated sonic, was faster, and almost killed him multiple times wasn't the final boss but rather a copy of metal sonic. when playing the game, i actually thought the game would end at 27 levels!
They could of had Sonic and Shadoew fight one another like they did on Space Colony ARK but with boost mechanics.
Because Mystic Jungle is built over rivers, I can imagine it a practical place for Chaos' boss battle.
I can imagine it a more practical way of the Avatar finding a ruby prototype. Chaos 0 replica finds the prototype Phantom Ruby and uses it to become Chaos 1 and challenge the Avatar to a 4 (maybe 5) staged fight. Every time the Avatar defeats Chaos, it draws power from the Phantom Ruby to take a higher form.
Chaos 1 = 3HP
Chaos 2 = 4HP
Chaos 3 = 5HP
Chaos 4 = 6HP
Chaos 5 = 7HP
that sounds really cool they couldeve done the same with metal having him turn into neo metal sonic and shadow could have done his inhibitor rings move
It would of also been a good way to introduce Chaos 3 and 5, two forms of Chaos we never got to see.
In fact if 4-5 part boos battle to much, then can just be three parts would be enough. 1, 3 and 5.
Maybe shadow and chaos were super rare and that's why
If Sonic Forces had some random chance encounter system then sure... but given Sonic Forces is story based you just don't get to fight Chaos or Shadow.
There is easily 2 points in the story where the fights could've happened, like for Chaos: before ghost town as classic sonic (mirroring fighting Chaos 0 before the first stage in Sonic Adventure) and for Shadow: after Sunset Heights as Modern Sonic. Maybe they got written out because of time-constraints or they couldn't be bothered programming a fight, idk.
