I think this is not new for some users who read or edit on other wikis that they hold their discussions about requesting user rights in their general discussion board on forums. However, instead of keeping it tying with other discussions on that board, I propose we create a new board, namely, "User Rights Requests." Here, we can make our free discussions on whether the user is eligible to gain the right, or have it lapsed of him/her. For this new system, we delete the old syntax of requests, and implement a new one on the board:
This new system differs in that requests can be highlighted there and give every user the free to comment just like any normal discussion, unlike our old article-like portal that feels somewhat unsorted and too formal that users may be afraid to cast their votes there.
Other than the change in syntax, bureaucrats or even admins have to just summerize the number of supporters, opposers and neutrals on their comments at the end of the request's time. These requests must always be highlighted by admins, and should immediately be moved to closed site discussions after the time of the request has reached its end.
P.S. There is no need for signatures here. And other than what I mentioned above, the polices for requests are the same.
