You have to make it more welcoming and easier. Show them there's a reason why people keep editing pages (and not entirely to just undo vandalism). I fairly certain there's a list filled with pages that need wiki magic but you have to look for it. If it were on the home page or came tagged with the automated message that greets new users, that would probably help.
I'd recommend badges, but I've heard the higher ups say that it didn't work when it was last tried so that might not be a good option. Still, it certainly boosts activity.
I could also add that the lack of activity is due to forces beyond your control. As stated previously, not much is happening in the Sonic world. Also, and I don't say this to start a flame war or trash talk, there aren't as many new Sonic fans coming in and a lot of the ones that are are under 13 and can't join the wiki anyway.
So um yeah. Solutions:
Bring back badges.
Provide link to list of articles that need improvement in the greetings message.
Hell, have the message also link to editing and CSS tutorials.
Now that I think about it, there are some wikis that show on the main page areas of the wiki that need improvement, it could be very useful for guiding new users who think there's nothing to be added to the wiki.
